This procurement is concerned with the purchase of an independent advocacy service for children and young people.

Procurement Information

The recommended procurement route for this requirement is direct award utilising section 12 of the Procurement Reform (Scotland) Act. This is proposed for various reasons: 1. the requirement addresses gaps in service provision which cannot be met internally; 2. there are no pre-existing contracts or Framework agreements which can meet the requirement; 3. aggregated spend will be below the regulated threshold (50k); 4. Children and Families, in collaboration with Procurement and Commissioning, are actively exploring alternative service delivery methods. However, further development is needed to establish a tailored Stirling model that meets our specific requirements; 5. The provider currently provide services to the Children's Hearing which enables the council to maximise advocacy days from the same practitioner resulting in continuity for children and young people and an economy of scale in terms of picking up referrals. 6. to award to the incumbent will provide consistent performance management reporting in relation to services provided which currently demonstrates measurably improved outcomes for our young people; 7. the current provider is well established with a close working relationship with the children and young people who they advocate of, for whom continuity of care is essential and a change of provider would result in a significant disruption; 8. the current provider has a good working relationship with the children and families service which enables them to take advantage of reciprocal offers of support.
