Summary of the contracting process

River Clyde Homes procured lift replacement works for Stewart House, 35 West Stewart Street, Greenock. The requirement covered removal of the existing traction lift equipment, followed by the supply, delivery, installation, testing and commissioning of one machine-room-less (MRL) lift. This is a construction and specialist lift-engineering requirement, classified under CPV 45313100. The work is located in Greenock, within Inverclyde, and relates to River Clyde Homes’ housing stock. The procurement was arranged as a single requirement rather than a package of separate lots. The appointed contractor is expected to provide the complete replacement solution, including the associated installation and commissioning activities, rather than supplying equipment alone. The specification also required bidders to visit the site before submitting their tender, so familiarity with the existing building and lift installation was part of the original requirement.

The procurement is complete and has been awarded following an open procedure. The single lot had a tender deadline of 2 June 2026 at 12:00, with bids opened at that time, and the award period began on 2 June 2026. ADL Lift Services Ltd was selected for the lot, with a contract value of £80,992. The contract was signed on 23 July 2026 and is active, with a stated duration of 360 days. Four bids were received, including three from SMEs, and all four were submitted electronically. The award required bidders to demonstrate suitable technical capacity and relevant experience before full tender evaluation. Current membership of the Lift and Escalator Industry Association (LEIA) was mandatory. Staff names and qualifications were also required, variants were not permitted, and bids had to remain valid for 90 days.

This award provides a clear benchmark for firms supplying and installing replacement lifts for housing providers in Greenock and similar building environments. Credible competitors would need end-to-end capability: removal of existing traction equipment, supply-chain management for an MRL lift, installation, testing, commissioning and delivery against a detailed technical specification. Proven experience with comparable lift-replacement works and the ability to demonstrate sufficient technical capacity would be important. Current LEIA membership is a threshold requirement, so firms without it would not be well placed for a future requirement of this type. The buyer also expects appropriately qualified personnel and evidence that the contractor can manage a site-specific installation, including a pre-tender site assessment. The competition attracted four electronic bids, indicating interest from a capable specialist market.
