Summary of the contracting process

Glasgow City Council is currently in the planning stage of a procurement process for securing Private Rented Sector accommodation, aimed at addressing homelessness in the region. This effort is a part of Glasgow's new 10-year Temporary Accommodation Strategy. The council, in collaboration with Glasgow City Health and Social Care Partnership, is organising a market engagement event on 30th June 2026, at the Glasgow City Chambers. This event is intended to inform potential suppliers about the procurement requirements and the larger strategy, with the procurement process officially set to begin on 1st September 2026. The procurement falls under the category of general public services and covers property management services, classified under CPV codes related to real estate services. The council is primarily interested in suppliers who can comply with statutory requirements and quickly scale up accommodation availability across Glasgow.

This tender presents significant opportunities for property management companies, especially those registered with The Scottish Letting Agents Register, to expand their business by partnering with a key public sector entity. With plans to engage up to 1,000 properties initially, the procurement seeks to reduce dependence on B&B and hotel accommodations while strictly adhering to regulatory standards. Businesses equipped with the capacity to manage large-scale property portfolios and comply with statutory requirements are well placed to benefit. Additionally, the market engagement event is an excellent platform for businesses to gain insights and shape the procurement framework, ensuring alignment with market capacities and expectations. This is a strategic opportunity for businesses to grow by contributing to a critical social initiative within Glasgow's communities.

Lot Information

Lot 1

The Council has a legal duty to provide temporary accommodation to anyone who is homeless or who is likely to become homeless soon under the Housing (Scotland) Act 1987. Increases in the number of households requesting homelessness assistance in Glasgow in recent years has resulted in increased numbers of people being placed in bed and breakfast (B&B)/hotel accommodation which can create issues with duties as set out in the Homeless Persons (Unsuitable Accommodation) (Scotland) Order 2014 (as amended). The Council intends to: - Secure property management services to provide private rented sector accommodation for single people, couples, and households with children who are experiencing homelessness, and to provide a complete property management service in support of this provision. - Secure property management services that will supply private rented sector accommodation which fully complies with all relevant statutory and regulatory requirements, and the Unsuitable Accommodation Order (UAO). The initial demand will be for up to 1,000 properties for use as temporary accommodation for people to reduce reliance on B&B and hotel accommodation. We are looking to identify Suppliers that are registered with The Scottish Letting Agents Register, or who can demonstrate at the point of tendering that their application is being processed, and who are interested in contracting with the Council to rapidly scale up the availability of private rented accommodation across Glasgow's communities as part of efforts to reduce homelessness. There will be no requirement to provide any social care or other supports beyond those typically offered to tenants. Further details will be published as part of the future tender.
