Summary of the contracting process

East Ayrshire Council procured corporate taxi services to transport vulnerable people throughout East Ayrshire, with occasional journeys across the council boundary. The requirement covers both planned taxi hires and responsive or emergency hires when needed. The service is divided geographically between East Ayrshire North, centred on John Finnie Street in Kilmarnock, and East Ayrshire South, centred on Ayr Road in Cumnock. It is a services contract for passenger transport, classified under CPV 60120000. The council is the buying organisation and the work serves journeys across its authority area. Suppliers therefore need to provide a dependable taxi operation able to cover scheduled travel as well as short-notice or urgent requirements for vulnerable passengers.

This procurement has been completed and both lots were awarded to B&G Contracts Ltd. The contracts are active and were signed on 24 July 2026. The East Ayrshire North contract is worth £400,000 and the East Ayrshire South contract is separately worth £400,000. Each lot has a three-year term, stated as 1,080 days, with one separate one-year extension available at the Council’s discretion. The open procedure used electronic tender submission, with bids due by 12 noon on 17 June 2026; bid opening and the award period began on that date. Evaluation was based on 60% price and 40% quality. Two bids were received for each lot, and a framework agreement allows up to two participants.

This award demonstrates demand from East Ayrshire Council for a taxi provider capable of serving a geographically divided authority and handling both routine and urgent passenger movements. A credible future competitor would need sufficient vehicles, drivers and operational control to cover the North and South areas reliably, including the Kilmarnock and Cumnock journey centres. The requirement suits an established taxi or private-hire operator with the resilience to respond to emergency bookings and the safeguarding awareness needed when transporting vulnerable people. Tender teams should be able to explain service quality clearly, identify the staff and qualifications assigned to delivery, and operate electronic ordering, payment and invoicing processes. The competition also shows that an SME-scale provider can win this type of council requirement.
