The Cairngorms National Park Authority (CNPA) Peatland ACTION team are commissioning services for the provision of CDM advice for peatland restoration works in 2026-27. The Cairngorms Peatland ACTION 2026-27 Programme aims to allocate funding to projects with the target of supporting 1200ha of peatland restoration.

This Statement of Requirements (SoR) sets out the requirements for provision of CDM advice services in 2026-27. The Park Authority invites tender submissions from professional CDM Advisors with knowledge and experience of providing CDM advice to peatland restoration projects. - The CDM Advisor will advise the Client and project team of their roles and responsibilities to comply with the Construction (Design & Management) Regulations 2015 - The CDM advisor will work with the CNPA Project Officers to review and amend as required the content of a Pre-Construction Design Brief - Upon receipt of the Contractor's Construction Phase Plan the CDM Advisor will, on behalf of the Project Client, review and assess the content for suitability for commencement of works on site - Upon receipt of the Contractor's machinery certificates the CDM Advisor will, on behalf of the Project Client, review and assess the certificates for appropriateness and validity in relation to the tools and machinery being used on the project site - these usually include low ground pressure diggers, ATVs, chainsaws, tracked dumpers, and helicopters - Where deemed necessary by the Park Authority, the CDM Advisor will visit project sites to assess if the operational project site is compliant in accordance with the CDM Regulations 2015. Following the site visit, a report will be issued by the CDM Advisor, highlighting good/poor site practice and recommending any improvements that could be implemented. - Throughout the appointment, the CDM Advisor will be available to provide CDM Regulations 2015 and general Health and Safety advice to the Park Authority
