Glenboig Community Hub is part of the Council's wider "the Place-the Vision" strategy which outlines the aspirations of the Council to deliver the ambition outlined in the Plan for North Lanarkshire. Glenboig Community Hub is one of 11 proposed community hubs. Of the 11, four have been constructed and are now operational, four are in construction and three are in the next phase of the programme. Glenboig is within the next phase. The Programme consists of major infrastructure and construction works to construct educational and community facilities within an overall capital budget of approximately 350m GBP. Whilst one of the main purposes of the programme is for projects to create modern and vibrant education facilities for daily use via the creation of 'School Zones' all projects are to be designed to be accessible to the wider community and this could be done through a combination of 'Community Zones,' 'Staff Zones,' 'Sports Zones' and 'Partnership Zones.' The Town and Community Hub Programme has been successful to date with Newmains Community Hub winning a number of construction and design related awards; Chryston Community Hub has been considered a success due to the collaborative nature of the project with NHS Lanarkshire, Riverbank Community Hub has provided excellent community facilities which are widely used regularly by the community and other council teams and Orbiston Community Hub has recently been handed over with complimentary initial reviews. Glenboig Primary School requires a new build primary school due to significant levels of housebuilding in the Glenboig area. The existing primary school is currently operating above capacity and this has impacted both the occupancy and suitability of the existing school. The school roll will continue to increase further due to further housebuilding being planned in the area. The existing Glenboig Primary School is also within the Councils PPP Education 2010 estate operated by Transform Schools North Lanarkshire (TSNL). The Hub Delivery Team are also managing the procurement and construction of a modular unit on the existing facility to accommodate the existing school roll until such times as the new facility is constructed. Funding for Glenboig Community Hub was allocated as part of the Town and Community Hub programme and the Capital Investment programme at Committee in March 2024.

The overall project aims to provide benefits to the local community by providing a modern learning and teaching environment for pupils in the area. It will also provide community facilities which can be utilised by the wider community outwith the school day. This Contract is for the provision of NEC Supervisor (NECS), Compliance Monitor (CM) and Principal Designer (PD) Services to support the pre-tender, development and construction of Glenboig Community Hub. The objectives of this Agreement are as follows: - Provide Compliance Monitor Services during design development for Mechanical and Electrical design - Provide NEC4 Supervisor role as required under the NEC4 contract during construction; and - Provide Principal Designer services in accordance with CDM Regulations 2015. This procurement was conducted as a direct award through the Scotland Excel Building Construction Consultancy Framework (Ref 0920) - Lot 9 Project Management.
