Notice Description

South Lanarkshire Council has a track record of successfully assisting humanitarian programmes resulting from conflict abroad. As a result of the conflict in Ukraine, demand for refuge accommodation and support across the United Kingdom has significantly increased. As a result of significant and continued demand for accommodation and limited opportunity for move on from hotel accommodation, which is intended as a very temporary option, the Scottish Government has requested local authorities' source suitable accommodation options to meet the needs of Ukrainian displaced persons and expedite the move onto more settled accommodation.

Negotiated SO9. 1st April 2025 - 30th September 2025 (plus optional 6-month extension). It was strictly necessary that the contract be awarded without delay for reasons of extreme urgency either brought about by events out with the control of the Council or to prevent danger to life, serious risk to health or damage to property (Standing Order 9.3.2) It was strictly necessary for reasons of extreme urgency brought about by events unforeseeable by the Council and the time limits for open procedure, restricted competitive or competitive procedure cannot be complied with (Regulation 33(1) (c)).

There is an urgent demand to continue to provide interim accommodation and support to Ukrainian displaced persons due to the ongoing critical situation within Ukraine. The Council requires to provide suitable accommodation with housing support while the Council's Refugee Resettlement Team works with the displaced persons for the longer term whether that is settle accommodation in South Lanarkshire, Scotland or elsewhere.
