Summary of the contracting process

NHS Fife, also identified as Fife University Health Board, procured an employee assistance programme for its staff. The service sits within occupational health and related services and covers guidance, counselling and wider employee assistance support. Delivery is for NHS Fife in Fife, with the buying organisation based at Queen Margaret Hospital in Dunfermline. The requirement is a service rather than goods or construction work, and is relevant to providers of employee assistance programmes, workplace wellbeing services, occupational health support, counselling and related staff welfare provision. The procurement relates to a workforce of 11,455 people, indicating a requirement capable of supporting a substantial public-sector staff population. The classification includes CPV codes 85312300 for guidance and counselling services and 85312320 for counselling services.

This procurement has been awarded following a mini-competition under the RM6296 Occupational Health and Related Services DPS – GCA. Four bids were recorded. People Asset Management Ltd was selected, with an awarded value of £45,820. The contract is active. The requirement was described as an initial two-year contract, anticipated to commence in October 2026, with an option for up to two further 12-month extensions. The award concerns the employee assistance programme for NHS Fife and was evaluated through the mini-competition process under the relevant dynamic purchasing system. The available outcome information identifies one supplier and one awarded requirement; no separate lot awards are described. The award is therefore a completed procurement outcome rather than a current invitation to submit bids.

For suppliers assessing this buyer’s future requirements, the procurement demonstrates demand for a managed employee assistance programme serving a large NHS workforce. Credible competitors would need to provide employee assistance alongside occupational health-related support, guidance and counselling services, with sufficient operational capacity for 11,455 staff. Experience of delivering structured workplace wellbeing or employee support services would be relevant, as would the ability to operate within a public-sector purchasing route such as the RM6296 occupational health and related services DPS. Providers should be able to demonstrate qualified service delivery, reliable access to counselling and guidance, and the systems needed to support a substantial workforce. The selected supplier’s success indicates that a focused employee assistance and counselling capability was suitable for this requirement.
