Summary of the contracting process

East Dunbartonshire Council is procuring electrical works for domestic dwellings it owns within the East Dunbartonshire local government area. The requirement is divided into two areas: electrical installation condition reports (EICRs), including correcting serious C1 and C2 defects during the survey and providing a satisfactory certificate for each property; and occupied electrical refurbishment, including full rewires. The appointed contractor will provide the management, staff, supervision, labour, equipment, materials, testing, commissioning and related resources needed to deliver orders when required. This is a works contract under the SBCC Measured Term Contract for use in Scotland, covering both inspection and remedial electrical work in council housing.

The business must be enrolled in the appropriate professional or trade register, such as Companies House. Contractors should be able to provide the required management, supervision, labour, equipment, materials, testing and commissioning resources, and support enforceable community-benefit commitments through their supply chain.

Notice Description

Under this procurement, EDC (the Employer) is seeking to appoint a suitably experienced and qualified contractor (the Contractor) to provide electrical installation condition reports (LOT 1) and electrical rewires (LOT 2) to domestic dwellings owned by the Employer within the boundaries of the local government area of East Dunbartonshire, if (and when) required by the Employer, under the SBCC Measured Term Contract for use in Scotland MTC/Scot 2019 Ed (the Contract).

Lot Information

Electrical Installation Condition Report (EICR)

The types of work for which Orders may be issued under LOT 1 of the Contract comprises (i) the carrying out and completion of Electrical Installation Condition Report (hereinafter abbreviated to "EICR"), with a requirement to rectify and remedy C1 and C2 codes at the time of the survey and present a "satisfactory" EICR certificate for each domestic dwelling, and (ii) the provision of all necessary resources for all such purposes, including, without limitation, all necessary management, staff, supervision, labour, equipment, plant, fabrication, materials, goods, off-loading and distribution, setting out, testing, and commissioning.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: The Contract Period will be for an initial term of two (2) years with an option to extend it (either singularly or in phases) for a further period of up to two (2) years after the expiry of the initial term, at the sole discretion of the Employer
