Summary of the contracting process

Angus Council, with the Angus Health and Social Care Partnership, is procuring a flexible framework for home and community-based care and support under Self-Directed Support Option 3. Services will be delivered in supported people’s homes and communities across Angus. The scope includes personal care, non-personal care, care and housing support, respite at home, and support for adults with learning disabilities, mental health or substance misuse needs, physical disabilities, acquired brain injuries, complex autism and challenging behaviour. Older people’s services cover age-related frailty, mental health needs and physical disabilities. Eight geographical service areas are included: Angus North, South, North West, North West Rural, North East, South West and South East, together with an Angus-wide complex-needs lot. This is a social care services opportunity.

The procurement reached tender: Angus Council invited offers through an open procedure, with electronic submission. The tender deadline was 10 September 2026 at 12 noon. The framework is due to run from 1 April 2027 to 31 March 2031, with options to extend for a further three years and then two years. Its estimated value is £248,358,000 over the maximum nine-year duration. There are eight lots, with estimated lot values from £10,493,000 to £41,387,000. The authority expects between one and three providers for each lot. Suppliers may bid for multiple lots. Awards will be based on the best evaluated quality scores, with successful tenderers receiving a share of the relevant lot. Payment uses a predefined pricing model on a spot-purchase basis.

This opportunity suits regulated care-at-home providers able to deliver person-centred support in people’s homes and local communities. Relevant capability includes personal care, housing support, respite, community support and care for adults with learning disabilities, mental health or substance misuse needs, physical disabilities and acquired brain injuries. Providers targeting the complex-needs lot will need experienced, suitably trained staff able to support people with significant challenging behaviour or complex autism. Older-people lots require capacity for frailty, mental health and physical-disability support, including services in rural areas. All staff delivering the service must be suitably qualified and registered with the relevant regulatory bodies. Applicants must satisfy the online selection requirements, including Care Inspectorate requirements, economic and financial standing, and insurance provisions. Community benefits commitments are also expected where appropriate.

This is a procurement exercise to establish a new framework, commencing 01 April 2027. This is an opportunity for providers in the Care at Home sector to tender for various Lots within the new framework. The new Framework will run for four years with options to extend for a further three years and then a further two years. The estimated values in this notice are based on the Framework running for a total of nine years

Adult Learning Disabilities Complex Needs (incl Adult Autism)

This relates to Adult service users aged 16 - 64 who present with significant challenging behaviour and/or complex autism. This support requires well experienced staff who are appropriately trained and skilled in managing individuals with very complex needs within their home and the community.. The Contract Notice and Invitation to Tender will be open to all tenderers on this website on 27 July 2026 or thereafter.
