Summary of the contracting process

NHS Greater Glasgow and Clyde is buying a family support service for Inverclyde, on behalf of Inverclyde Health and Social Care Partnership and the Inverclyde Alcohol and Drug Partnership. It will support adults and young people aged 16 and over who are affected by a family member’s, partner’s or friend’s alcohol or drug use, whether or not that person is receiving treatment or is in recovery. The service is intended to provide flexible, accessible and person-centred help, including early intervention, prevention, emotional support, education, advocacy, peer support, bereavement support and family recovery interventions. It should strengthen wellbeing and coping, reduce isolation and stigma, promote recovery, improve family relationships where appropriate, and connect people with community support. The service will be delivered across Inverclyde.

The buyer invited offers through an open procedure. The tender deadline set was 26 October 2026 at 13:00 UTC, with electronic submission. The contract is initially for 12 months, with an option for four further 12-month extensions by mutual agreement. The stated value is £500,000. The procurement is structured as a single lot covering the Inverclyde family support service. The service is framed around trauma-informed and family-inclusive practice, whole-family approaches, human rights and recovery-oriented care. The specification also calls for compassionate local responses to crisis, overdose and bereavement, and support for families to contribute to service development and strategic planning. Bidders are asked to set out proposed community benefits and provide evidence that these will be delivered.

This opportunity is suited to organisations with experience supporting people affected by another person’s alcohol or drug use, including families and young people aged 16 and over. Strong bidders will be able to deliver person-centred support across prevention, emotional and peer support, advocacy, education, bereavement and family recovery, and help people access wider community services. The service requires an approach grounded in trauma-informed practice, family inclusion, whole-family working, human rights and recovery. Providers should be capable of responding locally to crises, overdose and bereavement, while helping improve resilience, wellbeing and family relationships where appropriate. Bidders will also need to show how they will develop and deliver community benefits, using evidence such as procedures, staff responsibilities, prior experience or management information. The requirement therefore favours providers able to combine direct support with partnership working and demonstrable community impact.
