The initiative aims to enhance early learning and childcare services within Dundee, supporting eligible children with 1140 hours of funded assistance. The council is seeking qualified providers to join an existing framework under contract reference C&F/ELC/MAIN/25. This tender offers substantial opportunities for businesses, particularly those experienced in early learning and childcare services, to expand their service portfolios and contribute to community welfare. Suitable candidates include established entities within the public, private, and third sectors, as well as small and medium-sized enterprises and childminders who meet the necessary quality and compliance standards. By joining the framework, providers can secure a longer-term engagement from August 2026 through August 2029, thereby gaining consistent work flow and the potential for service growth within the community. The project not only supports business growth but also delivers meaningful social impact by enhancing children's development and assisting families in educational, employment, and training pursuits.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: It is not applicable for this contract. The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason: Community benefits requirements have not been included due to the nature of the services being procured. The framework relates to the delivery of funded Early Learning and Childcare by a diverse range of providers, including small and medium-sized enterprises and childminders, operating across the public, private and third sectors. Imposing additional community benefit obligations within this context is not considered proportionate and may create an unnecessary administrative burden on providers, potentially impacting accessibility to the framework. The primary purpose of this framework is to deliver statutory funded early learning and childcare hours for eligible children. This service, in itself, delivers significant social and economic benefits to the local community, including supporting children's development and enabling parental participation in employment, education and training.
