Summary of the contracting process

West Dunbartonshire Council, on behalf of West Dunbartonshire Health and Social Care Partnership, is buying community-based support services for adults aged 18 to 65 with additional support needs in West Dunbartonshire. The service covers learning disability, autism, complex needs, physical disability, cognitive impairment including acquired brain injury, sensory impairment and mental health needs. Support is to be delivered through Self Directed Support Options 2 and 3, using an outcomes-focused, person-centred approach that promotes independence, quality of life and participation in the community. Activities may include personal care, daily living support, maintaining tenancies, community participation, preventing hospital admission and support for health or behavioural needs. This is a social care services opportunity, CPV 85300000, divided into eight lots, including an all-categories lot.

The procurement has reached tender: the Council invited offers through an open procedure, with electronic submission. It establishes an Open Flexible Framework for an initial 60 months, with an option to extend by up to 24 months; each lot states a contract duration of 1,800 days. Providers must be registered with the Care Inspectorate as a Care at Home Service, or be able to obtain registration before service delivery, and must maintain at least an Adequate inspection score across inspected key questions. Staff must hold relevant qualifications and Scottish Social Services Council registration where required. Bidders need demonstrable experience for the lots applied for, with robust recruitment, training, supervision, safeguarding, adult protection, quality assurance and outcome-monitoring arrangements. They must show sufficient staffing and operational capacity, comply with relevant legislation and professional requirements, and demonstrate suitable economic and financial standing. Community benefit delivery is also expected.

Services will be delivered through Self Directed Support Options 2 and 3 and will adopt an outcomes focused, person centred approach designed to maximise independence, improve quality of life and support individuals to live the lives they choose within their communities. Lot Information

Lot 1 - Learning Disability

Provision of community based support services for adults aged 18 to 65 years with a learning disability requiring additional support under Self Directed Support Options 2 and 3. The Service will support individuals to live the lives they choose through an outcomes focused and person centred approach. Services may include personal care, support with daily living, community participation, promoting independence, maintaining tenancies and supporting positive outcomes identified through the My Life Assessment process. The Framework will remain open throughout its duration and new entrants may apply to join subject to meeting the relevant selection and award criteria.. This Lot relates to support services for adults aged 18 to 65 years with a learning disability. The estimated value is a maximum estimated value only and does not guarantee expenditure. The Framework will operate as an Open Flexible Framework and remain open to new entrants throughout its duration.

The Framework will remain open throughout its duration and new entrants may apply to join subject to meeting the relevant selection and award criteri. This Lot relates to support services for adults aged 18 to 65 years with autism. The estimated value is a maximum estimated value only and does not guarantee expenditure. The Framework will operate as an Open Flexible Framework and remain open to new entrants throughout its duration

Services may include personal care, support with daily living, community participation, promoting independence, maintaining tenancies, supporting positive outcomes identified through the My Life Assessment process and supporting individuals with complex health and behavioural support requirements. The Framework will remain open throughout its duration and new entrants may apply to join subject to meeting the relevant selection and award criteria.. This Lot relates to support services for adults aged 18 to 65 years with complex needs including behaviours that challenge and health related support needs. Services may include personal care, support with daily living, community participation, promoting independence, maintaining tenancies, preventing hospital admission and supporting positive outcomes identified through the My Life Assessment process. The Framework will remain open throughout its duration and new entrants may apply to join subject to meeting the relevant selection and award criteria.. This Lot relates to support services for adults aged 18 to 65 years across all service categories within the Foundations for Change Flexible Framework.
