Summary of the contracting process

The City of Edinburgh Council appointed a development partner for a residential-led scheme on the former Castlebrae High School site, off Greendykes Road in Edinburgh’s North East Locality. The approximately 4.36-hectare site is intended for an energy-efficient, sustainable development supporting the Council’s aim of achieving net zero carbon by 2030. The work covers professional services and development activity, progressing the preferred design from RIBA Stage 2 through planning and developed tender design, followed by potential development and construction. The requirement is classified as architectural, engineering and planning services (CPV 71250000), with the site’s development forming the central purpose of the appointment.

The procurement is complete and was awarded through an open procedure. Although the opportunity envisaged a two-stage appointment, the completed appointment is Stage One: a pre-development agreement with CCG (Scotland) Ltd. The contract was signed on 5 August 2026 for £1,858,102.15. Stage Two would cover a sale agreement, development agreement and construction contract, but would require internal approvals, agreement with the contractor and successful completion of pre-development work. A separate award would be required for Stage Two. The award followed a direct award by ranking through Lot 1.3 of the Council’s New Build Housing Framework Agreement. One electronic bid was recorded, and the award relates to the single lot.

This award shows the Council’s demand for a substantial development partner able to take a residential scheme from an established RIBA Stage 2 design through planning, detailed tender design and potentially construction. Relevant competitors would need joined-up professional, development and construction capability, with experience of large housing schemes, planning progression and delivery on a multi-hectare site. The requirement places clear emphasis on energy efficiency, sustainability and supporting net-zero carbon objectives, so credible low-carbon design and delivery expertise would be important. Suppliers should also be able to manage staged appointments, obtain the necessary approvals and coordinate the transition from pre-development into later works. Strong supply-chain management is required, including monitoring and evidencing payment to subcontractors within 30 days.
