Summary of the contracting process

East Renfrewshire Council is procuring outdoor residential education and expedition services for its primary and secondary schools, including pupils with additional support needs. The requirement is divided into three service areas: outdoor residential education visits, curriculum residential programmes, and Duke of Edinburgh outdoor expeditions. Work will support pupils throughout the academic year and will be delivered for East Renfrewshire schools and communities. This is an education and outdoor activities services opportunity, classified under CPV 80000000. Suppliers may bid for one lot or all three. The council intends to appoint up to five suppliers to each lot, creating a multi-supplier arrangement for delivering residential visits, curriculum activities and Duke of Edinburgh expeditions.

The procurement has reached tender: East Renfrewshire Council invited offers through a one-stage open procedure, with electronic submission. The tender deadline and bid opening were set for 10 September 2026 at 12:00 UTC, with evaluation scheduled to start then. The total estimated value is £2,740,000 excluding VAT: £2,000,000 for outdoor residential education visits, £140,000 for curriculum residential services and £600,000 for Duke of Edinburgh expeditions. Each lot has a 36-month contract period, with an option for a further 12 months. Evaluation is based on 60% quality and 40% price. The quality assessment includes fair working practices and the Living Wage for Lots 1 and 2, and community benefits for Lot 3. Bids must remain valid for 180 days.

This opportunity suits established outdoor education, residential activity and expedition providers able to work safely with school pupils, including children with additional support needs. Lot 3 suppliers must hold Adventure Activities Licensing Authority approval and be an Expedition Approved Activity Provider; the latter is also required across the requirement. PVG disclosure is required for staff on all lots. Bidders need sufficient financial strength and capacity, with employer’s liability insurance of £10 million, public liability insurance of £5 million and professional indemnity insurance of £2 million, plus vehicle insurance where applicable. Providers using subcontractors must manage a resilient supply chain, track payments and demonstrate that at least 95% of supply-chain invoices were paid on time in the last financial year, or provide an acceptable improvement plan. Community benefit delivery is also part of the requirement.
