Summary of the contracting process

Public Services Delivery Scotland, working with Screening Oversight and Assurance Scotland, is planning a national Targeted Lung Cancer Screening service in Scotland. The procurement concerns healthcare screening services for the initial phase of a programme aimed at current and former smokers aged 55 to 74, in line with UK National Screening Committee recommendations. The intended service model will cover the complete patient pathway, including inviting and recalling eligible people, risk assessment, smoking cessation support, CT scanning, CT scan reporting and issuing results. The buyer is seeking views on how this pathway should be designed and delivered, including options for a national service model. The work is classified as healthcare services, with delivery across Scotland.

This process is at the planning and preliminary market engagement stage. The buyer intends to hold a virtual market engagement event, including a programme presentation, open questions and optional one-to-one discussions in which providers can present their proposed solutions. Providers were invited to express interest by 7 August 2026, including the pathway area they could support and examples of similar services delivered elsewhere. A 20-minute discussion slot could also be requested. Engagement event dates were to be confirmed, and the buyer indicated 1 March 2028 as the expected date for a future notice. This is a prior information exercise rather than an invitation to tender; participation does not commit the buyer to a later procurement or contract award.

The engagement will suit healthcare providers, screening organisations, diagnostic imaging operators and specialist partners able to deliver one or more parts of a large-scale lung cancer screening pathway. Relevant capabilities include population call-and-recall, eligibility and risk assessment, smoking cessation, CT scanning, diagnostic reporting, communicating results and integrated patient-pathway management. Providers with experience coordinating national or regional screening services, managing substantial patient volumes and connecting clinical, digital and operational teams should be well placed to contribute. The buyer is specifically seeking practical service models and evidence from comparable services delivered in other geographies. Organisations may prepare by defining their proposed pathway role, assembling relevant case studies and identifying partners needed for an end-to-end Scottish service.
