Procurement Information
The University of Edinburgh intends to award a contract to the current supplier of welfare processing solutions installed at the IRR South through a Negotiated Procedure without Prior Publication procurement procedure on the basis of compatibility and operational continuity. The proposed supplier is the incumbent provider of the welfare systems currently in use across IRR South. Sourcing from an alternative supplier would present significant risks to operational efficiency, as all existing logistics infrastructure, automated washing equipment, and servicing arrangements have been specifically configured and validated for use with this supplier's equipment. Introducing equipment from a different manufacturer would necessitate substantial modifications to washing and processing equipment, create incompatibilities within the logistics and transport workflow, disrupt established servicing and maintenance contracts, and require re-validation of husbandry procedures. To maintain standardisation, ensure uninterrupted care operations, and avoid disproportionate cost and risk, it is therefore justified to award this contract to the incumbent supplier through the Negotiated Procedure without Prior Publication procedure.
