Summary of the contracting process

Capital City Partnership is planning the Edinburgh Transport 2 Employment (Parents) Grants Programme on behalf of the City of Edinburgh Council. It will fund service projects that help parents overcome transport barriers to entering, sustaining and progressing in employment. Supported activities may include cycle training, driving training, travel training, help to exchange non-GB driving licences, support to obtain employment-related driving licence entitlements, and other innovative transport interventions. Projects must be delivered within the City of Edinburgh local authority area, support one or more Scottish Government priority family groups and complement existing employability provision in Edinburgh. This is a public service programme for third sector organisations and other eligible providers.

The procurement is at the planning stage: the buyer has announced its intention to establish the programme, rather than issuing an invitation to tender. Grants of up to GBP 50,000 are planned. The programme is expected to run from 1 October 2026 to 31 March 2027, with a possible extension subject to funding availability and satisfactory performance. An optional online information session is planned for 4 August 2026, with registration expected by 3 August. Applications are stated to be due by 12 noon on 24 August 2026. The application pack is expected to set out eligibility, funding conditions, application arrangements, scoring and selection criteria, contract and grant management, and reporting requirements. The programme is planned as a single lot.

This will suit third sector organisations, employability providers, community organisations and other eligible bodies able to deliver practical transport support for parents in Edinburgh. Relevant capability includes designing and delivering cycle, driving or travel training; supporting licensing and driving entitlement applications; and developing tailored solutions for people facing transport-related employment barriers. Strong applicants are likely to demonstrate links with Scottish Government priority family groups, an understanding of local employability services and the ability to complement existing provision rather than duplicate it. Providers should be prepared to manage grant conditions, monitor outcomes and submit reports. Organisations with established local partnerships, appropriate safeguarding and delivery capacity may be well placed to prepare for the programme when the application process proceeds.
