Summary of the contracting process

Argyll and Bute Council is currently in the tender stage of a procurement process for the "Provision of Speed Road Safety Services" in the industry category of general public services. This contract seeks qualified consultants to conduct surveys, design development, road safety assessments, and prepare construction-ready documents for bus stop infrastructure improvements in Argyll and Bute, with a focus on rural and previously underserved locations. The contract begins on 14th September 2026 and runs until 31st March 2027. Interested businesses should submit electronic tenders by 18th August 2026 via Public Contracts Scotland. The planning, tendering and award stages are facilitated by an open procedure, allowing electronic submissions tailored to suit the project's needs.

This tender offers a significant opportunity for businesses specialising in civil engineering or road safety consultancy to expand their portfolios by improving transport infrastructure. Companies with expertise in road design, construction documentation, or safety assessments would find this project particularly well-suited. By participating in this contract, businesses can enhance their market presence in regional public service projects and potentially build long-term relationships with Argyll and Bute Council. Additionally, successful involvement could help businesses establish a foothold in public sector contracts related to transportation infrastructure, which is essential for business growth.

Notice Description

The Council invites quotations from suitably qualified consultants to undertake surveys, design development, road safety assessments and the preparation of construction-ready documentation for proposed bus stop infrastructure improvements.

Lot Information

Lot 1

The Council has received capital funding from Transport Scotland to improve bus stop infrastructure and enhance the passenger experience, particularly in rural and underserved locations. Following discussions with Transport Scotland, it has been recognised that the existing bus stop arrangements at Loch Fyne Oysters and West Loch Tarbert require assessment and improvement to provide safer and more accessible facilities for public transport users. Transport Scotland has advised that, while a pragmatic approach may be adopted for rural locations that do not fully meet current Design Manual for Roads and Bridges (DMRB) standards, decisions on the suitability of each site must be supported by site-specific assessments, including site surveys and speed surveys. The proposed improvements include new bus stop facilities at Loch Fyne Oysters in both directions of travel, incorporating hardstanding areas, bus stop poles and flags, shelters and, where appropriate, bus lay-bys. At West Loch Tarbert, proposals include the provision of a marked bus stop and shelter on the Glasgow-bound carriageway. The appointed Consultant shall undertake all necessary investigations and design activities to develop preferred bus stop improvement proposals for both locations. Historical drawings will be provided for information only and should be treated as indicative; the Consultant shall satisfy themselves of all existing site conditions through appropriate surveys and site inspections.
