Summary of the contracting process

North Ayrshire Council is buying adult community support services for people aged 16 and over assessed as needing support by North Ayrshire Health and Social Care Partnership. The service covers learning disabilities, physical disabilities and mental health needs, including community supports, 24-hour support, housing support and supported living. It excludes care at home. Awards will use the most economically advantageous tender, based on best price-quality ratio: price carries 10% and quality 90%. New providers can join at two-year break points.

This suits established adult social care providers able to deliver round-the-clock, year-round supported living and community-based services for people with learning disabilities, physical disabilities or mental health needs. Bidders must pass the council’s financial checks and provide evidence of relevant technical and professional ability, including two satisfactory references for contracts of similar nature, value, scope and size. A bidder must hold a UKAS or equivalent accredited independent certificate of compliance with BS EN ISO 9001, or have a quality management policy authorised by its chief executive or equivalent. Required insurance includes £5 million employers’ liability and £10 million public liability cover. Providers must address subcontracting, community benefits and one education and one community engagement initiative.

Notice Description

The scope of the procurement will encompass services currently referred to as Community Supports, 24Hr Support, Housing Support and Supported living services. It does not include care at home provision. Services will be delivered through a flexible framework contract model. The contract term will be for a total of Six (6) years. The term will be an initial two (2) year period, followed by two further extension periods of 2 years. Providers will be invited to join the Flexible Framework at the two year break periods through a formal tender process. Re-opening July 2026 update - this framework has now been modified and will run until July 2027, with an option to extend until December 2027. Therefore, in line with the original framework schedule to open every 2 years, we are re-opening again in July 2026, for a final time on this framework. A PIN is currently live for the framework retender due to start in 2027.
