Summary of the contracting process

The University of Aberdeen is gathering information on a modern finance system to replace its existing financial management solution. The requirement covers the core system, optional modules, support services and implementation. It forms part of the University’s wider digital transformation programme and is intended for use by the University of Aberdeen. This is a finance software and related professional services requirement, rather than a purchase of physical equipment. The work will be delivered for the University in Aberdeen, Scotland. Suppliers offering enterprise finance platforms, configurable modules, implementation services and ongoing support should find the scope relevant, particularly where their systems can support a large public education organisation.

This procurement is at the planning stage: the University has issued a request for information to inform its future requirement and is seeking indicative pricing, not inviting tenders at this stage. The proposed approach is a competitive public procurement for one planned lot covering the finance system, optional modules, support and implementation. The University expects a subsequent notice to be published on 18 January 2027. Interested suppliers are being asked to provide market information and pricing to help shape the future procurement. The requirement is covered by the Government Procurement Agreement and is being developed under the relevant European public procurement legal basis.

The exercise will suit established finance software providers and systems integrators able to supply and configure a modern finance platform, deliver optional functionality, migrate or replace an existing financial management solution, and provide implementation and continuing support. Businesses should prepare evidence of platform capability, implementation capacity, support arrangements, integration expertise and successful comparable deployments. The request for information is a chance to help inform the University's future specification and understand how its needs could be met before the procurement reaches the tender stage.
