Summary of the contracting process

South Lanarkshire Council’s Roads, Transportation and Fleet Services procured the supply and delivery of heavy vehicles weighing more than 7.5 tonnes. The requirement covers 36 refuse collection vehicles (RCVs), intended to replace existing fleet vehicles and provide four additional vehicles. The vehicles support the council’s waste and fleet operations, with delivery for South Lanarkshire and the council’s services based in Hamilton. This is a goods procurement for a specialist heavy vehicle supplier or manufacturer able to provide refuse collection vehicles at operational fleet scale. The requirement sits within the council’s wider, ongoing need for heavy vehicles and is relevant to businesses supplying municipal vehicles, refuse collection equipment and associated fleet replacements.

The procurement is complete and has been awarded to FAUN Zoeller (UK) Limited. The contract was signed on 25 June 2026 for £7,565,688. It was a direct award call-off under the Scotland Excel Heavy Vehicle Purchase Framework Agreement 03-21, rather than a standalone open competition. The framework was extended to 30 September 2026. One electronic bid was recorded, from a non-EU foreign supplier, and no SME bid was recorded. The council states that framework costs had been exposed to competition and that supplier quotations were compared against the framework to check best value. The contract is active and relates to one requirement covering the 36 refuse collection vehicles.

For a future requirement of this type, credible competitors would need the capability to supply and deliver heavy refuse collection vehicles above 7.5 tonnes, together with the manufacturing, distribution and operational support capacity expected for a council fleet replacement programme. The awarded supplier was a large business, and the procurement attracted one electronic bid, indicating a specialist market rather than a broad general-vehicle opportunity. Suppliers should be able to work through the Scotland Excel Heavy Vehicle Purchase Framework route, or secure access to an equivalent approved purchasing arrangement, and demonstrate competitive vehicle quotations that withstand value-for-money comparison. Experience serving local-authority fleet or waste-collection operations would be commercially relevant to this buyer.
