Falkirk Council is seeking an external provider to deliver Independent Mobility Assessment Services in support of the Blue Badge Scheme. The service will involve undertaking mobility assessments for applicants, providing eligibility recommendations and issuing written assessment reports in accordance with relevant Scottish Blue Badge guidance. Assessments will be carried out by appropriately qualified healthcare professionals with expertise in assessing mobility and walking ability.

Lot 1
Falkirk Council intends to procure an Independent Mobility Assessment Service to support the administration of the Blue Badge Scheme. The provider will undertake independent mobility assessments for applicants whose eligibility cannot be determined through an initial desktop review. Assessments will be carried out by suitably qualified healthcare professionals with expertise in assessing a person's ability to walk and will include consideration of mobility, pain and breathlessness using recognised assessment methodologies. The service will provide clear eligibility recommendations and written assessment outcomes in accordance with Scottish Blue Badge guidance. The anticipated contract term is four years. The successful provider will be responsible for delivering the independent mobility assessment service, including the provision of suitably qualified assessors. The successful provider will be required to make available suitable, accessible premises within the Falkirk Council area from which face-to-face mobility assessments can be undertaken. The venue must provide a safe, confidential and appropriate environment for service users attending appointments.
