Summary of the contracting process

Falkirk Council intends to establish a framework agreement for homeless supported accommodation, outreach tenancy support and Housing First services in Falkirk. This is a social care and housing support contract, covering four service areas. Supported accommodation for young people aged 16 to 35 will provide interim housing support and move-on outreach, prioritising those aged 16 to 21. A second supported accommodation service will support single people, couples and families aged 16 and over. Tenancy support will help people at risk of, or recently affected by, homelessness to sustain accommodation and live independently. Housing First will provide flexible, intensive, person-centred support for adults experiencing recurrent homelessness and multiple complex needs, promoting tenancy sustainment, wellbeing and community integration. Falkirk Council will provide accommodation units for the first two services.

The procurement is at the planning stage and currently concerns a provider information event, rather than an invitation to tender. Falkirk Council expects to re-tender its framework after the existing arrangement expires on 31 March 2027, with an anticipated contract start on 1 April 2027. The expected procurement method is a framework agreement, with a future notice date of 9 October 2026. The buyer plans an online information event via Microsoft Teams on 15 September 2026 at 10am, lasting approximately one hour. Providers wishing to attend are expected to register by 10 September 2026. The estimated total value is £6.6 million. The four planned lots cover young persons’ accommodation, accommodation for single people, couples and families, tenancy support, and Housing First services.

This will suit housing associations, homelessness charities, supported accommodation providers, tenancy sustainment services and specialist social care organisations able to deliver services in Falkirk. Suitable providers will need experience supporting people who are homeless or at risk of homelessness, including young people, families and adults with recurrent homelessness and multiple complex needs. The work will require the ability to provide accommodation-based, community and outreach support, alongside practical help to develop independence and sustain tenancies. Housing First providers should be able to deliver flexible, intensive, long-term and person-centred support using Housing First principles and a multi-agency approach. Organisations should be prepared to demonstrate effective safeguarding, partnership working, health and wellbeing support, and routes towards settled accommodation and community integration when the procurement reaches the market.

Lot Information

Supported Accommodation -- Young Persons

Interim accommodation-based housing support with move-on outreach for young people aged 16-35, with priority given to those aged 16-21. The service supports young people who are homeless or at risk of homelessness to build the skills, resilience and independence required to sustain housing and progress towards settled accommodation. Support is estimated at 170 hours per week over 17 rooms in accommodation unit provided by Falkirk Council.

Supported Accommodation -- Single People, Couples and Families

Interim accommodation-based housing support with move on outreach for people aged 16 and over. The service supports single people, couples and families who are homeless to build the skills to sustain housing and progress towards independent living. Support is estimated at 200 hours per week across 20 tenancies/rooms in an accommodation unit provided by Falkirk Council.

Tenancy Support

A community-based tenancy support service for Service Users who are at risk of homelessness or who have recently experienced homelessness. The service will provide task-based support to prevent homelessness, sustain accommodation and promote independent living. Support will primarily be delivered on a short-term basis with a focus on achieving sustainable housing outcomes.

Housing First Services

A Housing First service for adults who have experienced recurrent homelessness. The service will be delivered in accordance with Housing First principles, providing flexible, intensive person-centred and long-term support to individuals with multiple and complex needs, using a multi-agency approach to promote tenancy sustainment, health and wellbeing, and community integration.
