Summary of the contracting process

Falkirk Council is commissioning housing support services in the Falkirk area for people experiencing homelessness or housing instability, and for people who need help to sustain a home. The requirement combines supported accommodation, outreach and tenancy support, and Housing First provision, aimed at preventing homelessness, supporting independent living and improving wellbeing. Four service strands cover supported accommodation for young people aged 16–26, with priority for those aged 16–21; accommodation support for single people, couples and families aged 16 and over; community-based tenancy support; and flexible, intensive Housing First support for adults with recurrent homelessness and complex needs. The accommodation strands include management of Council-provided accommodation and move-on support. Housing First uses a multi-agency approach to help people sustain tenancies and integrate into their communities.

Falkirk Council invited tenders through an open procedure for a framework agreement, divided into four lots. The tender deadline was amended to 11 November 2026 at 11:00. The framework is due to begin on 1 April 2027, initially for 12 months, with three optional one-year extensions at the Council’s discretion. Estimated lot values are £1,817,033 for young persons’ supported accommodation, £1,981,236 for accommodation support for single people, couples and families, £1,735,498 for tenancy support, and £589,035 for Housing First. Bids are submitted electronically in English. The published selection basis requires the service to be delivered by a particular profession; quality criteria are set out separately for each lot. Bidders must meet the Care Inspectorate registration and grading requirements and the relevant insurance thresholds.

This opportunity suits organisations experienced in homelessness services, supported accommodation, tenancy sustainment and person-centred support. Providers should be able to deliver accommodation-based services at scale: the young people’s lot estimates 170 support hours a week across 17 rooms, while the single people, couples and families lot estimates 200 hours a week across 20 tenancies or rooms. Community-based tenancy support and intensive, long-term Housing First work are also required, including support for people with multiple and complex needs and coordination with other agencies. Bidders must hold Care Inspectorate registration for housing support and achieve a grading of at least 4 across all areas. All lots require £10 million employers’ liability cover; public liability cover is £5 million for lots 1 and 2 and £2 million for lots 3 and 4. Property owners’ liability cover of £5 million applies to lots 1 and 2. A responsible service manager must hold the Registered Managers Award or equivalent and maintain the required professional registration, including with the Scottish Social Services Council.

Lot Information

Supported Accommodation -- Young Persons

The service supports young people who are homeless or at risk of homelessness to build the skills, resilience and independence required to sustain housing and progress towards settled accommodation. Supported Accommodation -- Single People, Couples and Families

Interim accommodation-based housing support with move on outreach for people aged 16 and over. The service supports single people, couples and families who are homeless to build the skills to sustain housing and progress towards independent living. Support is estimated at 200 hours per week across 20 tenancies/rooms in an accommodation unit provided by Falkirk Council.. Please see the tender documents for more information.

Tenancy Support

A community-based tenancy support service for Service Users who are at risk of homelessness or who have recently experienced homelessness. The service will provide task-based support to prevent homelessness, sustain accommodation and promote independent living. Support will primarily be delivered on a short-term basis with a focus on achieving sustainable housing outcomes.. Please see the tender documents for more information.

Housing First Services

A Housing First service for adults who have experienced recurrent homelessness. The service will be delivered in accordance with Housing First principles, providing flexible, intensive person-centred and long-term support to individuals with multiple and complex needs, using a multi-agency approach to promote tenancy sustainment, health and wellbeing, and community integration..
