Summary of the contracting process

North Lanarkshire Council intends to appoint a building surveying contractor for condition surveys across the North Lanarkshire Properties estate. The portfolio comprises 674 properties: 5 business centres, 28 offices, 233 retail properties, 403 industrial properties and 5 miscellaneous properties. The programme is planned to start with the largest geographical area, Wishaw, and covers properties included in the programme except ground-lease assets. The work will use non-intrusive visual inspections to assess external and internal building fabric, roofs and roof voids, mechanical and electrical elements, boundaries, statutory certification, compliance observations, defects, risks, energy performance and carbon-emission issues. Outputs will support maintenance planning, lifecycle investment modelling, funding decisions and a multi-year asset-management strategy.

This procurement is at the planning stage and is being used to engage the market and refine a future procurement exercise; it is not currently an invitation to tender. The Council’s stated intention is to establish an agreement for the survey programme, with an estimated value of £675,000 including the stated currency of GBP. The buyer expects the next notice to be published on 11 September 2026; this is an indicative date rather than a tender deadline. The planned work includes mobilisation, access coordination, standardised digital data collection for the Confirm asset-management system, photographic evidence, asset-level electronic reports and portfolio summaries in PDF and Excel, with optional GIS-compatible formats. Monthly review meetings and quality-assurance arrangements are also envisaged.

The work will suit building surveying practices with experience of large, occupied property portfolios and the capacity to coordinate site visits, access, mobilisation, data capture and quality assurance across multiple asset types. Suppliers should be able to deliver Level 1 visual, non-destructive inspections and produce consistent asset and portfolio reporting, cost estimates, prioritised maintenance actions and lifecycle information. The buyer expects qualified professionals whose competence aligns with RICS building surveying standards. Delivery must follow RICS Building Surveying Standards and Guidance, RICS Surveying Safely, the RICS New Rules of Measurement for cost estimation, and the PFI Asset Condition Playbook principles. Strong health-and-safety systems, including RAMS, site safety controls, urgent-defect reporting and staff identification for occupied premises, will also be important.
