Summary of the contracting process

The Scottish Social Services Council (SSSC) intends to commission a research organisation to deliver its annual ‘Have Your Say’ social services wellbeing research and produce a report for publication on the SSSC website. The service will cover a workforce survey and focus groups involving the social service workforce, including registered and non-registered workers. The supplier will design, host and administer the survey, securely collect, manage and analyse the data, and design focus groups with SSSC support. Focus groups should reflect distinct workforce segments, including social workers, social care workers, and children and young people’s workers. This is a services procurement, with delivery across Scotland. The work is arranged as one planned lot.

This process is at the planning stage: SSSC is gauging market interest and may use responses to support further market engagement. It is not an invitation to tender. SSSC expects the next notice to be published on 14 September 2026; this is an indicative date rather than a tender deadline. The planned procurement is for services and is expected to be covered by the Government Procurement Agreement. The process concerns one lot and is intended to identify suitably experienced research organisations before the requirement reaches the market. Interested businesses should use this stage to understand the requirement and prepare for a possible future procurement. The planned research will be annual, with feedback from SSSC incorporated at key stages of report production.

This will suit research agencies with experience of large, inclusive workforce or social research programmes, particularly in social care, social work, public services or wellbeing. Lot 1

We seek to identify suitably experienced research organisations capable of designing, hosting and administering the survey, and taking responsibility for the secure collection, management and analysis of survey data. Sophisticated routing/skip logic will be required to make sure the survey is equally accessible and relevant to all roles on our Register. The survey methodology should support and encourage participation from both registered and non-registered members of the social service workforce. Focus groups will be designed by the supplier with support from SSSC and should reflect the needs of distinct segments of the workforce including social workers, social care workers and children and young people's workers. We require the supplier to produce the 'Have Your Say' report, incorporating feedback from us at key stages.. Further details are within the attached document. This notice is to gauge interest and potentially facilitate further market engagement only.
