Summary of the contracting process

Scottish Enterprise is seeking a commercial property adviser for potential strategic acquisition of a large brownfield industrial site in Grangemouth. The work covers property consultancy and site-acquisition commercial property advice, including support to Scottish Enterprise in assessing and progressing the possible purchase. This is a professional services requirement within the property and real-estate advisory sector, classified under CPV 70000000, with related classifications for real-estate services and property management. The work will be delivered in Grangemouth. Scottish Enterprise is the buying organisation, with the Scottish Government also identified as a public-sector central purchasing body. The requirement is presented as a single package rather than separate lots, so suppliers will need to provide the full advisory service described for the proposed acquisition.

The process has reached tender: Scottish Enterprise invited offers through an open procedure, with electronic submission. The tender deadline is 19 October 2026 at 11:00 UTC, when bids are also scheduled to be opened; the evaluation period starts at that time. The estimated value is £200,000. The contract is planned for an initial 12 months, with an option for two further 12-month extensions, giving a maximum stated duration of 1,080 days. Bids must remain valid for 90 days and be submitted in English. Variants are not allowed. Electronic payment and ordering will be used, and electronic invoicing is permitted. Staff names and qualifications must be provided, and bidders must complete a Climate Change Plan template. Economic operators may be excluded under Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

This opportunity suits commercial property consultancies and specialist real-estate advisers with the ability to support a public-sector client considering a major brownfield industrial-site acquisition. Relevant teams are likely to include advisers experienced in site acquisition, commercial property assessment and strategic property transactions, with the capacity to provide clear professional advice throughout the proposed engagement. Bidders need to identify the staff who will deliver the work and provide their qualifications, so the proposed team’s expertise will be important. Suppliers must also complete the required Climate Change Plan template, making environmental management and the ability to address climate-related requirements part of the tender response. The single-package structure favours firms able to cover the full advisory requirement directly, or coordinate the necessary specialist capability within their delivery team.
