Summary of the contracting process

North Lanarkshire Council is procuring building surveying services for North Lanarkshire Properties (NLP), to update the asset management register and support future maintenance, lifecycle investment and portfolio planning. The contractor will carry out Level 1 visual, non-intrusive condition surveys across approximately 672 operational property assets within an estate of about 990 assets. The programme covers business centres, offices, retail, industrial and miscellaneous properties across North Lanarkshire, excluding ground lease assets and other categories outside scope. Surveys must identify physical condition, defects, visible statutory compliance concerns, risks, building life, energy and carbon-related issues, and prioritised maintenance actions. Outputs include asset-level electronic reports, photographic evidence, portfolio summaries and structured datasets suitable for the Council’s Confirm asset management system, with optional GIS-compatible formats.

The procurement reached tender: the Council invited electronic offers through an open procedure. The deadline for tenders and the scheduled tender opening was 23 October 2026 at 12:00 UTC, with the opening arranged through Microsoft Teams. The estimated contract value is £697,590 excluding any stated currency conversion. The contract period is 720 days, with a possible additional 12-month extension. There is one lot covering the geographical survey programme. Bids are evaluated on quality at 60% and price at 40%; variants are not allowed. Bids must remain valid for 150 days and may be submitted in English. The work is covered by the Government Procurement Agreement. The requirement includes electronic payment and ordering, and allows electronic invoicing.

This opportunity suits building surveying firms with experience delivering large, multi-site property condition programmes and producing consistent portfolio-level intelligence. Suppliers need qualified professionals whose competence aligns with RICS standards, including Building Surveying Standards and Guidance, Surveying Safely and the New Rules of Measurement for cost estimation. The methodology must follow the PFI Asset Condition Playbook and related asset hand-back guidance. Capability is needed in visual assessment of accessible external and internal fabric, roofs, roof voids, boundaries and visible mechanical and electrical elements; photographic defect recording; compliance observation; energy and carbon-related assessment; cost estimating; data capture; reporting and quality assurance. Contractors must manage access, mobilisation, scheduling, RAMS, urgent defect reporting, staff identification and standardisation between surveyors.
