Summary of the contracting process

Highlands and Islands Enterprise is seeking a contractor to design and deliver a practical climate action support programme for businesses, social enterprises, community organisations, charities and other third-sector organisations across the Highlands and Islands. The service is intended to help participants understand their greenhouse-gas emissions, find realistic ways to reduce them, assess climate risks and adaptation needs, improve resilience and produce practical Climate Action Plans. This is a business-support and climate-advice service, classified under CPV 90713000, rather than a purchase of equipment or construction work. The programme is delivered across the Highlands and Islands, with participating organisations as its intended beneficiaries. The work combines climate expertise with the ability to provide accessible, practical support and help a varied group of organisations turn assessment into plans and action.

The buyer invited offers through an open procedure. The contract is for an initial 12 months, with an option to extend by up to a further six months; the stated contract period is 540 days. The maximum available budget for the initial term and extension is £49,500 excluding VAT, inclusive of fees, day rates, travel, subsistence, travel time and other expenses. The buyer set the bid deadline and bid opening for 19 October 2026 at 12:00. The award period begins at that time. There is one lot. Bids must be in English, remain valid for 90 days after submission, and cannot include variants. The buyer requires bidders to provide the names and qualifications of assigned staff. The tender identifies exclusion grounds under Scottish procurement regulations; the award evaluation basis is not stated in the available process information.

This opportunity is suited to consultancies and specialist providers with the expertise to assess organisational emissions, identify feasible decarbonisation measures, evaluate climate risks and adaptation needs, strengthen resilience, and develop actionable climate plans. Suppliers should be able to design and deliver a practical programme to a mixed client base that includes commercial businesses, social enterprises, community groups, charities and other third-sector organisations across the Highlands and Islands. The requirement calls for suitably qualified delivery staff, and bidders must name those staff and set out their qualifications. A credible offer will need to show it can translate climate knowledge into advice that organisations can use, while managing delivery and associated travel across the area. The contract’s overall scale is a time-limited support programme rather than a large infrastructure or product supply opportunity.
