Summary of the contracting process

Dundee City Council is exploring construction consultant resource and project management software for use across its capital and housing programmes in Dundee. The system is intended to plan, allocate and monitor architectural, engineering and specialist consultancy resources, complementing existing corporate and client-side systems including Civica. Expected functionality includes resource planning, capacity forecasting, workload visibility, timesheet reporting and management information. The wider purpose is to improve service efficiency, forward planning, evidence-based resource decisions, programme delivery assurance, capacity utilisation and value for money. This is a software supply opportunity, with associated implementation and delivery considerations, rather than construction or consultancy services themselves. This procurement is at the planning stage and is currently a Prior Information Notice and voluntary market-engagement exercise, not an invitation to tender. Dundee City Council is using the exercise to understand available solutions, refine requirements and decide the most appropriate route to market. Suppliers wishing to be considered for product demonstrations must return the completed questionnaire by 12 noon on 25 September 2026; suppliers that do not respond will not be considered for demonstrations. Demonstrations are currently anticipated in early October 2026, and a future notice is indicated for 19 October 2026. The Council may limit demonstration numbers. Participation will not determine future selection or provide an advantage. The exercise covers one planned lot and includes a cyber-security risk assessment questionnaire and proposed ICT terms for review.

The exercise is likely to suit software vendors and implementation partners with proven resource, workload and project-management platforms for architectural, engineering, construction consultancy or capital-programme environments. Strong candidates will be able to demonstrate capacity forecasting, allocation and monitoring, timesheet capture, management reporting and clear visibility of workloads across multiple programmes. Experience integrating with established corporate and client-side systems, including Civica, will be useful, as will the ability to explain implementation methods, delivery models, configuration and user adoption. Suppliers should be prepared to support product demonstrations and provide meaningful responses to the market questionnaire, including the cyber-security risk assessment. Public-sector delivery experience and a credible approach to assurance, evidence-based planning and value-for-money decisions would strengthen a supplier’s position when the requirement reaches the market.

Dundee City Council is undertaking this Prior Information Notice (PIN) and market engagement exercise to better understand the solutions currently available within the market for construction consultant resource and project management software. The information gathered will assist the Council in developing its procurement strategy, refining its requirements and determining the most appropriate route to market. As part of this exercise, the Council intends to invite selected suppliers to participate in product demonstrations, currently anticipated to take place during early October 2026 (please note, these dates are indicative only). These demonstrations will provide an opportunity for the Council to gain a greater understanding of available solutions, functionality, implementation approaches and delivery models. Suppliers wishing to be considered for participation in the demonstration stage are requested to complete and return the attached questionnaire. The information provided will be used solely for market engagement purposes and to assist the Council in identifying suppliers whose solutions appear capable of meeting the Council's requirements. Completed questionnaires should be submitted by 12 Noon on 25 September 2026 to trina.forbes@dundeecity.gov.uk. Suppliers who do not submit a completed questionnaire will not be considered for participation in the demonstration stage. The Council reserves the right to limit the number of demonstrations undertaken and participation in this market engagement exercise will not confer any advantage or disadvantage in any subsequent procurement process.. This PIN is issued for market engagement purposes only and will not be used to evaluate, select or exclude suppliers in any future procurement process. Information received will help Dundee City Council understand the market, develop its requirements and determine the most appropriate procurement approach. Participation is voluntary and does not commit the Council to proceed.
