Summary of the contracting process

The University of Strathclyde intends to establish a services contract for window cleaning, reactive cleaning and related services across its estate in Glasgow. The scope includes internal and external window cleaning, emergency cleaning and flexible provision adapted to different building types, cleaning methods, access arrangements, road restrictions and occupancy levels. The work may involve a range of cleaning techniques, including abseiling, and the contractor will need to provide the necessary access equipment. Parties wishing to take part in that engagement were asked to register their interest by 12 noon on 22 September 2026. The buyer indicated 9 October 2026 as the expected date for the next notice. The procurement is subject to change while it remains in planning. The current information identifies one lot covering the full range of window cleaning, reactive cleaning and associated services. It does not set out a final tender procedure, submission requirements or evaluation criteria at this stage.

This will suit established commercial cleaning contractors with experience of internal and external window cleaning, reactive or emergency response and service delivery across mixed-use buildings. Suppliers should be prepared to provide 24-hour, seven-day emergency coverage and adjust methods and staffing to different building types, access constraints, road restrictions and occupancy levels. Specialist capability in high-level or difficult-access window cleaning will be important, including abseiling operations and the provision of suitable access equipment. Businesses with strong health and safety systems, trained work-at-height personnel, reliable response capacity and experience working safely in an occupied university or similarly complex estate are likely to be well placed when the procurement reaches the market. The planning stage gives relevant suppliers an opportunity to prepare their service model and engage with the buyer before the tender is issued.
