Summary of the contracting process

Glasgow City Council procured food-waste collection, reception and treatment services for Glasgow. The requirement covers food waste delivered by the Council to the contractor, collections from Council locations when requested, and food waste collected from commercial premises such as restaurants and bars across the city. Treatment must maximise recycling through approved methods, principally anaerobic digestion or in-vessel composting, producing quality compost and/or biogas. Food waste collected from kerbside residential properties as part of the comingled garden-waste service is outside the requirement. This is a waste-management service within the environmental and recycling sector, classified under CPV 90500000. Delivery is centred on Glasgow and includes Council sites and the contractor’s treatment facilities.

This procurement has been awarded and the process is complete. Glasgow City Council used an open procedure under the SXL Framework Agreement for Organic Waste, Lot 1, Food Waste. One electronic bid was received, from an SME, and the contract was awarded to energen biogas. The award was made on 30 June 2026 and the contract is active. The contract value is £159,750 excluding any further financial detail published for the requirement. The single lot required at least 95% of all food waste received under the contract to be recycled by the supplier or a nominated subcontractor. The award relates to one supplier and one requirement; no separate lot values or multiple awards apply.

This award shows a defined requirement for a specialist organics and food-waste operator serving a major local authority. A credible future competitor would need facilities and operational capacity to receive Council-delivered waste, collect from Council locations when required, and manage commercial food waste from premises across Glasgow. Technical capability in anaerobic digestion or in-vessel composting is central, together with the ability to produce quality compost or biogas and demonstrate recycling performance of at least 95%. Suppliers should be able to work to BSI PAS 110 or PAS 100 requirements, manage compliant treatment and reporting, and use suitable nominated subcontractors where needed. The single SME bid indicates that specialist smaller operators can compete through the relevant framework route.
