Summary of the contracting process

Perth & Kinross Council is seeking suppliers for a framework covering the removal and storage of household and commercial contents in Perth and Kinross. The work is divided between domestic properties and commercial properties. Services may include different types and sizes of moves; suppliers can indicate which they have the capacity and capability to undertake, so a firm need not cover every service type to be considered. The framework will support the Council’s removal and storage requirements, with work ordered through later call-offs. The procurement is for services, including contents removals (CPV 98392000).

The Council invited offers through an open procedure. The framework has two lots: domestic properties and commercial properties; suppliers may bid for either or both. The submission deadline was 2 November 2026 at 12:00. Each lot has a stated maximum value of £480,000; this is a ceiling intended to provide capacity for call-offs and peaks in demand, not a forecast of work awarded. The contract period for each lot is 1,440 days. The Council will assess bids on price (70%) and quality (30). The framework is intended to have up to eight suppliers. Bids are submitted electronically, must be in English and remain valid for 90 days. Variants are not permitted.

This opportunity may suit removal and storage firms of different sizes, including smaller operators able to handle only smaller-load moves. Bidders can identify the types of moves they can perform, and their capacity and capability will be considered when work is called off. Applicants need to provide two examples of similar services delivered in the previous three years, with service descriptions, contract values and dates, and customer details. They must report current ratios and net assets for the previous two financial years, and meet the stated financial tests or explain any shortfall with supporting evidence. Required insurance includes employers’ liability, public liability, goods in transit and goods in storage cover. Bidders must also demonstrate quality, health and safety, and environmental management through accepted certifications or documented policies and procedures. Subcontracting intentions must be disclosed.
