Summary of the contracting process

Glasgow City Council commissioned a peer-led alcohol and drug recovery support service for North West Glasgow. North West Recovery Communities delivers support through volunteers with local knowledge and lived experience of alcohol or drug use. The service provides recovery-focused activities for individuals and families affected by alcohol- and drug-related harm, including recovery cafés and events, with funding supporting access to local venues. The provider identifies unmet needs and service gaps, works with statutory and third-sector organisations, and helps people move between prevention, harm reduction, treatment, recovery, employment and education support. It also represents lived-experience perspectives in service and system planning, and develops community-owned arrangements intended to sustain local recovery support.

The procurement is complete and the contract was awarded directly to North West Recovery Communities. Glasgow City Council used a limited procedure without publishing a call for competition, citing the bespoke, peer-led model and the risk that a competitive process could disrupt support for service users and volunteers. No award criteria were applied. The contract is active and was signed on 23 September 2026. Its stated term is four years, with a further two-year extension option described in the requirement. The contract value is £480,000, including extensions; the stated annual value is £80,000. One supplier was awarded the single North West Glasgow requirement. The procurement record reports one bid, from an SME.

This award shows demand for a locally rooted, peer-led recovery service that can support people affected by alcohol and drug harm and connect them with wider services across Glasgow. A credible provider needs volunteers with relevant lived experience and local knowledge, and the ability to organise recovery activities, cafés and events in community venues. It must identify unmet needs, use service-user insight to shape support, and work effectively with statutory bodies, third-sector partners and recovery networks. The requirement also favours capacity to represent lived experience in operational and strategic forums, maintain clear pathways between services, and build resilient, community-owned delivery. Demonstrable social value and measurable contribution to a connected recovery system are central to the model.

Procurement Information

The Service Model offered by this micro organisation Recovery Community is peer led and progressing to tender for such bespoke social care services would have created unnecessary uncertainty to individuals using the Recovery Communities for support and the network of peer volunteers. This could have resulted in the de-stabilisation of support and service delivery arrangements to individuals in drug and alcohol recovery. . This is a direct award and there were no award criteria.
