Summary of the contracting process

Glasgow City Council sought a supplier to receive, process and treat garden waste generated by its household waste recycling centres, parks operations and commercial users. The work supports the council’s recycling and resource strategy by diverting garden waste from landfill and producing compost for beneficial use. The supplier is responsible for receiving waste delivered by the council to its facility, or collecting it from council waste transfer stations, and treating it by windrow composting. The finished compost must meet BSI PAS 100 requirements. The work serves Glasgow, with waste arising from council operations and facilities across the city. Garden waste from the council’s food and garden waste collection service is excluded. The council’s Neighbourhoods, Regeneration and Sustainability service manages the requirement.

The procurement is complete and a contract has been awarded to Forth Resource Management Ltd. The contract was signed on 10 September 2026 and is valued at £236,000. The award followed an open procedure, through the Scotland Excel framework for organic waste treatment services, under its garden waste lot. The requirement was structured as one lot. The award record does not provide a separate award date or the contract period, so neither can be stated here. The council’s stated annual throughput is around 2,500 tonnes. One bid was recorded for the lot, and it was from an SME. The requirement covered reception, processing and treatment of garden waste, with windrow composting and compost compliant with BSI PAS 100 as the specified outcome.

For suppliers considering comparable future work for Glasgow City Council, this award demonstrates demand for a garden-waste treatment service at a scale of around 2,500 tonnes annually. A credible provider would need suitable facilities and operational capacity to receive council-delivered waste, or collect material from council transfer stations, and manage it through windrow composting. The ability to produce compost that complies with BSI PAS 100 is central to the requirement. Suppliers should also be equipped to handle garden waste from a mix of council sources, including household waste recycling centres and parks operations, as well as commercial users. Experience delivering municipal organic-waste treatment and the logistics to serve Glasgow would be relevant. The council’s framework route and its focus on recycling and landfill diversion indicate the procurement context for this specific service.
