Summary of the contracting process

Montrose Port Authority is seeking a contractor to design and build a new quay at Berths 9, 10 and 11 at Montrose Port. The works include completing the contractor’s design, constructing the quay structure and associated hardstanding, installing quay furniture and services, and carrying out dredging. The contractor must deliver the works to the Authority’s requirements and contract documents. This is a port construction project combining marine civil engineering with land-based infrastructure and utilities. The delivery location is Montrose Port, in Montrose, Scotland. The procurement is for works under a design-and-build arrangement, with the contractor responsible for both design development and construction.

The buyer invited offers through a restricted procedure, with an initial qualification stage followed by invitations to four candidates for the next stage. The tender deadline set by the buyer was 16 October 2026 at 12:00. The second-stage invitations were scheduled for 20 November 2026. The contract period runs from 31 August 2027 to 31 August 2029. The estimated contract value is £35 million. The single lot is intended to use the NEC4 Engineering and Construction Contract, Option A, a priced contract with an activity schedule. Bids are evaluated on quality (30%) and cost (70%). Variants are not allowed, and bids must remain valid for 90 days after submission. The procurement requires named staff and their qualifications.

This opportunity suits experienced contractors able to take responsibility for both the design and construction of substantial port infrastructure. Relevant capabilities include marine and quay engineering, construction of quay structures and hardstanding, dredging, and installation of quay furniture and associated services. Suppliers need the capacity to coordinate these disciplines and deliver the complete works against the employer’s requirements and contract documents. Experience managing design-and-build projects under a priced contract with an activity schedule will be relevant. The requirement also favours businesses able to demonstrate the qualifications of the staff assigned to the work. The quality weighting means technical delivery proposals matter alongside price, although cost carries the greater share of the evaluation. Community benefits are included in the requirement.
