Summary of the contracting process

Caledonian Sleeper Limited is seeking a supplier to coordinate alternative road transport when rail services are disrupted, whether the disruption is planned or unplanned. The service is intended to give the railway reliable, responsive access to replacement transport and maintain passenger safety, accessibility and reasonable adjustments, continuity of service, and an appropriate passenger experience. The supplier will be the railway’s main coordination point, managing its network of transport operators so Caledonian Sleeper staff do not have to find and manage individual operators during disruption. The work is for rail replacement transport; the procurement classification corresponds to chartering buses and coaches. The delivery location is described only as the UK.

The buyer invited offers through an open procedure, with electronic bid submission. This is the tender stage, before an award decision. The buyer set 4 November 2026 at 16:00 UTC as the bid deadline and bid-opening time; the evaluation period was due to start then. The contract is planned for 1,080 days, with one possible 12-month extension. The estimated contract value is £200,000. There is one lot covering the coordinated road transport service. Suppliers cannot submit variants. Bids must remain valid for 180 days after the submission deadline. The stated service objectives also include operational communication, value for money, controlled and transparent pricing, supplier assurance, legal and regulatory compliance, and effective management of the transport operator network.

This opportunity suits a transport provider or coordination business able to arrange replacement road transport reliably and respond to both scheduled disruption and unexpected service interruptions. Suppliers will need the operational capacity and network management skills to source and coordinate transport operators, act as a single point of contact for the railway, and support service continuity during disruption. The requirement also favours providers able to manage passenger safety, accessibility and reasonable adjustments, and to maintain suitable passenger experience standards. Commercial and operational controls matter: the supplier is expected to support transparent pricing and value for money, communicate effectively with railway operations, and provide appropriate supplier assurance while meeting legal and regulatory requirements. The work is therefore better suited to a capable, established operator or coordinator than a supplier offering vehicles without a managed response service.
