Fife Council intends to award a contract for the supply of EndoTherm, a proprietary heat-transfer additive for use within closed wet heating systems across the Council's non-domestic estate. The product is being procured as part of an energy-efficiency programme designed to improve heating system performance, reduce energy consumption, reduce carbon emissions and deliver long-term operational cost savings.

Fife Council intends to award a contract for the supply of EndoTherm, a proprietary heat-transfer additive for use within closed wet heating systems across the Council's non-domestic estate. The procurement forms part of the Council's energy efficiency and decarbonisation programme and will support the improvement of heating system performance within operational buildings. The contract will provide for the supply of EndoTherm to selected Council properties identified through the Council's estate assessment programme. The Council's evaluation and trial installations have identified the potential for reductions in energy consumption, carbon emissions and operational energy costs through the application of the product. The procurement is for product supply only and does not include heating installation works, maintenance services or consultancy services.
Procurement Information
Fife Council intends to award a contract for the supply of EndoTherm, a proprietary heat-transfer additive for use within closed wet heating systems across the Council's non-domestic estate. The proposed award is based upon the Council's assessment that EndoTherm is a proprietary product manufactured exclusively by Endo Enterprises (UK) Ltd. Evidence supplied by the manufacturer confirms ownership of the relevant intellectual property rights, proprietary formulation, confidential manufacturing processes and technical know-how associated with the product. The manufacturer has confirmed that no third party is authorised to manufacture the product independently. The Council has reviewed alternative procurement routes, framework agreements and potential alternative solutions and has not identified an alternative supplier capable of providing the specified product or an equivalent solution capable of meeting the Council's technical and operational requirements. The Council has undertaken operational trials within its estate which demonstrated reductions in energy consumption and support the Council's objectives of improving heating system efficiency, reducing operational energy costs and reducing carbon emissions. On the basis of the available evidence, the Council considers that competition is absent for technical reasons and because of the protection of exclusive rights associated with the EndoTherm product. The Council therefore proposes to award the contract directly to Endo Enterprises (UK) Ltd.
