Summary of the contracting process

Space Scotland is seeking a contractor to assess facilities and equipment in industries adjacent to Scotland’s space sector, then connect space companies with suitable existing infrastructure. The work covers sectors such as energy, manufacturing, maritime, automotive, defence, advanced materials and electronics. It includes building a consistent assessment method, identifying and prioritising sectors and facilities, engaging with facility operators and other stakeholders, and compiling validated capabilities in a tagged spreadsheet for integration into Space Scotland’s facilities database. The contractor will also produce small promotional resources, such as case studies or quotes encouraging space companies to use selected facilities. The work is for Space Scotland, the coordinating body for Scotland’s space industry, and is delivered in Scotland.

Space Scotland invited offers through an open procedure for one service contract. The tender deadline was 21 October 2026 at 10:00, with proposals submitted electronically. The contract was scheduled to run for 180 days, with the work described as taking place from October 2026 to March 2027. The stated budget is £30,000 excluding VAT. Proposals were limited to six pages and were to include a contractor overview, relevant experience and case studies, delivery approach and risk register, deliverables and timetable, personnel, fee breakdown, and conflicts of interest. Evaluation considered understanding of the brief, alignment with the required qualities, strength of approach, team experience and capability, value for money, and ability to meet the timeframe.

This commission suits consultancies and specialist contractors able to conduct infrastructure, capability or market-intelligence assessments across multiple sectors. Suppliers need to identify and evaluate technical facilities, equipment and capabilities against defined requirements, and understand Scotland’s industrial and innovation ecosystems and the space sector’s infrastructure needs. Strong candidates will be able to engage facility operators, industry clusters, universities, research organisations, innovation centres and public-sector bodies; existing relationships with these groups are advantageous. The work also calls for structured stakeholder engagement, database-ready documentation and the ability to turn technical findings into clear, actionable outputs and concise promotional material. Bidders should demonstrate relevant cross-sector or space-sector experience through case studies and show that their proposed team and delivery approach can complete the assessment, engagement and database work within the commission’s scope.
