Summary of the contracting process

Nestrans is commissioning services to develop and promote Getabout, its sustainable travel brand, to improve access to employment across north-east Scotland. The work is intended to help employers, employees and communities tackle transport barriers by encouraging sustainable travel and supporting workplace-specific travel planning. It forms part of a wider programme aimed at making travel to work more affordable and accessible, and improving access to jobs and skills training. The commission is organised around five workstreams. The buyer is the North East Scotland Regional Transport Partnership (Nestrans), based in Aberdeen, and delivery is focused on the north-east of Scotland. The work falls within marketing and transport-planning consultancy services.

Nestrans invited offers through an open procedure, and the procurement reached the tender stage. This is a single-lot services contract, with electronic submissions through the buyer’s procurement portal. Offers were due by 30 October 2026 at 17:00; the stated award period begins at that time. The planned contract period runs from 16 November 2026 to 26 March 2027. The estimated contract value is £100,000. The buyer will assess suitability and selection through the Scottish procurement questionnaire. No specific professional or trade-register conditions apply, and alternative bids are not permitted. Bids must be submitted in English and remain valid for 120 days. The detailed evaluation basis is set out in the tender documents.

This opportunity is suited to consultancies and delivery organisations able to combine sustainable transport planning with clear, targeted communications and engagement. Suppliers should be capable of working with employers, employees and communities, promoting established travel options, and tailoring travel-planning support to individual workplaces. The brief calls for an approach spanning five workstreams and connecting transport interventions with employment access and wider social outcomes, including reducing barriers linked to affordability and availability. Experience engaging private-sector employers and shaping behaviour around travel would be relevant to the intended Getabout activity. The contract is a short, focused piece of regional services work, so bidders need the capacity to plan and deliver coordinated activity across north-east Scotland within the specified contract period. Staff names and qualifications must be provided.

Transport to Employment - Utilising and Promoting the North East of Scotland Sustainable Travel Brand

Notice Description

This project is being commissioned as part of a funding award to Nestrans from a 20 million GBP Scottish Government investment during 2026/27 as part of the Tackling Child Poverty Delivery Plan, which will support measures to address the affordability, accessibility and availability barriers of transport to employment, helping to address the cost of living crisis and child poverty by saving people money in travelling to work and opening up opportunities for employment and skills training that will increase household incomes. This funding is being distributed across the seven Regional Transport Partnerships (RTPs) and the 32 Local Employability Partnerships (LEPs) across Scotland. Nestrans has received a grant award of 985,809 GBP for the 2026/27 financial year out of a total award to the RTPs of 11 million GBP. This funding will help to deliver on national strategy (Bringing Hope, Building Futures: Tackling child poverty delivery plan 2026-2031) plus regional and local strategies. Getabout is the established mechanism that Nestrans and partners use when engaging with employers and the private sector regarding transport needs and travel behaviours across the region. This can range from encouraging the use of existing sustainable travel measures or looking towards a more tailored approach with travel planning for specific workplaces. This project looks to evolve this engagement utilising the GetAbout brand, heightening impact by delivering on five distinct workstreams.
