Summary of the contracting process

NHS Lanarkshire procured planned and preventative maintenance (PPM) for its existing Wandsworth nurse call systems. The work covers three hospitals: University Hospital Monklands in Airdrie, Ladyhome Hospital in Lanark and Kello Hospital in Biggar. These patient-critical systems support calls for assistance in hospital settings, and the requirement is for their ongoing full maintenance rather than a new installation. The procurement is for services, specifically maintenance of specialist nurse call equipment. The systems use a closed-protocol proprietary platform, which affects who can carry out the complete PPM service. The buyer is NHS Lanarkshire, serving hospital sites in North and South Lanarkshire.

The procurement is complete and the contract has been awarded to Wandsworth Group Ltd. The contract is active and was signed on 2 October 2026. Its value is £102,956 for the three sites over a five-year term. NHS Lanarkshire used a limited procedure without a prior call for competition, on the basis that technical reasons meant only the manufacturer could provide the full maintenance service. The stated rationale is continuity of service for patient-critical equipment; other suppliers might be able to undertake some reactive work, but not the full PPM service. One lot covered all three hospitals, and the stated award criterion was price. One bid was recorded.

This award demonstrates a recurring requirement for specialist maintenance of Wandsworth nurse call systems across NHS Lanarkshire’s hospitals. The strongest position for a future competitor would depend on being able to maintain the specific installed systems, including their proprietary closed-protocol platform, and to deliver complete planned and preventative maintenance rather than only reactive repairs. The buyer’s stated reason for selecting the manufacturer was that only it could provide the full service and ensure continuity for patient-critical equipment. Suppliers with relevant manufacturer-level technical capability and the capacity to support multiple hospital sites would therefore be best placed to compete if the same requirement returns to market. This is a tightly defined equipment-maintenance opportunity, not a general hospital maintenance contract.

This notice is made by the Lanarkshire Health Board (hereinafter referred to as "the Board"). This is a voluntary ex ante transparency (VEAT) notice and is intended to provide notice of the Authority's intention to award a contract for planned and preventative maintenance of existing Wandsworth nurse call systems at 3 hospitals within the Board's geographical area (University Hospital Monklands, Ladyhome Hospital, and Kello Hospital). The aggregate value of the contract is estimated at GBP 102,956 for all 3 sites over a 5-year term. The Board will observe a 10-day standstill from the date of publication of this VEAT, during which the Board will not enter into any contractual arrangement.. Due to proprietary closed-protocol software, some maintenance tasks can only be provided by the manufacturer.

Procurement Information

As per Regulation 33(b)(ii) of the Procurement Regulations (Scotland) Act 2015, the services can be supplied only by a particular economic operator for technical reasons, namely, full maintenance services on this equipment can only be performed by the manufacturer, Wandsworth Nurse Call Systems, due to a closed-protocol proprietary platform. Although other suppliers would be able to provide reactive in some circumstances, only Wandsworth can provide the Board with the full PPM service to ensure continuity of service of this patient-critical equipment.
