Summary of the contracting process

NHS Greater Glasgow and Clyde is seeking a provider for support services for people of all ages with visual impairment, including their families and carers. The service covers person-centred advice and emotional support, help accessing visual impairment pathways, low-vision follow-up, and appropriate referrals or signposting. It is primarily based at Gartnavel General Hospital, with service delivery at other NHS Greater Glasgow and Clyde sites when required. This is a health and social support service in Glasgow, rather than a purchase of equipment or clinical treatment. The requirement is grouped as a single lot and includes community benefits: bidders are expected to propose benefits to be developed and delivered as part of the contract, with evidence supporting their plans.

The buyer invited offers through an open procedure. The stated deadline for electronic submissions was 16 November 2026 at 13:00. The contract is planned for three years, with an option for two further 12-month extensions, subject to funding and mutual agreement; the service is required to be fully operational by 1 April 2027. The estimated contract value is £741,746. The procurement is a single lot. Bids are to be submitted in English. The published material includes a scoring methodology and an experience template, indicating that experience forms part of the assessment; the detailed evaluation basis is set out in the procurement materials.

This opportunity is suited to organisations experienced in supporting people with sight loss, including people of different ages and their families and carers. Strong bidders will be able to demonstrate person-centred advice and emotional support, knowledge of visual impairment pathways, delivery of low-vision follow-up, and the ability to make appropriate referrals and signpost people to further help. Providers need the capacity to operate primarily from Gartnavel General Hospital and attend other NHS Greater Glasgow and Clyde sites when required. The requirement also favours organisations that can plan and deliver community benefits, and substantiate their proposals with evidence such as procedures, staff responsibilities, previous experience or management information. An experience template and scoring methodology are included in the procurement materials.
