Summary of the contracting process

RSPB Scotland is buying temporary access improvement works at its Lumbister reserve on the island of Yell in Shetland. The work is to repair and improve an existing route to the area planned for peatland restoration, creating a durable track suitable for regular all-terrain vehicle access. The route will enable vehicles to reach the restoration work area while helping to limit repeated tracking, soil compaction and disturbance to peatland vegetation and soils. These enabling works are required ahead of the main restoration contract. The procurement is for access and land-management works supporting peatland restoration, with delivery at Lumbister, Yell.

RSPB Scotland invited tenders through an open procedure, with bids submitted electronically. The procurement reached the tender stage. The bid submission deadline was 2 November 2026 at 17:00 UTC, and the bid opening was set for the same time. The contract period is 12–31 March 2027. The tender is arranged as one lot, covering the access route repair and improvement; variants are not permitted. The stated bid validity runs to 31 March 2027. The tender sets out economic and technical selection criteria, but does not provide their thresholds in the structured procurement details. No estimated contract value or award-scoring basis is stated in the published procurement details.

This opportunity is suited to contractors experienced in repairing and improving access tracks in sensitive rural or peatland settings. Delivery calls for the practical ability to create a durable route that can carry regular all-terrain vehicle traffic, while limiting ground compaction and damage to surrounding peat soils and vegetation. Suppliers should be able to plan and carry out enabling works ahead of a larger restoration programme, with work confined to the specified reserve location and period. The buyer identifies economic and technical selection criteria, so bidders should be prepared to demonstrate both their financial standing and relevant technical capability. The requirement is a single, focused package of access works rather than a wider peatland restoration contract.

Notice Information

Notice Title

RSPB YELL_October 2026_invitation to tender lower access works

Notice Description

RSPB is inviting tenders for temporary access improvement works at Lumbister, Yell, to facilitate a programme of peatland restoration planned to commence in September 2027.

Lot Information

Lot 1

The works covered by this tender comprise the repair and improvement of an existing access route used to reach the proposed restoration area. The route will be required to support regular access by ATV's throughout the peatland restoration works. The purpose of these enabling works is to provide a suitable and durable access route before restoration commences, allowing ATV's to travel to and from the working area while minimising repeated tracking damage, compaction and disturbance to the surrounding peatland vegetation and peat soils. These works are therefore required in advance of the main restoration contract and are an important enabling component of the wider Lumbister peatland restoration project.
