Summary of the contracting process

Glasgow City Council awarded a peer-led alcohol and drug recovery support service for North East Glasgow. North East Recovery Communities (NERC) will provide recovery-focused activities and support for people and families affected by alcohol- and drug-related harm, including recovery cafés and events in local venues. Volunteers with local knowledge and lived experience deliver the service. It is intended to help people access prevention, harm reduction, treatment, recovery support, employment and education through clear pathways between services. The work also includes identifying unmet needs, developing partnerships with statutory and third-sector organisations, bringing lived-experience perspectives into service planning, and building sustainable, community-owned support. The service operates as part of Glasgow’s wider recovery-oriented system of care.

The procurement is complete and the contract was awarded to North East Recovery Communities. Glasgow City Council used a direct award without prior publication of a competition, citing the need to maintain continuity for service users and peer volunteers and avoid destabilising existing support. There were no award criteria. The contract was signed on 23 September 2026 and is active. Its term is four years, with an option described in the lot information for a further two years. The stated annual value is £80,000; the maximum total value, including extensions, is £480,000. One service lot covers North East Glasgow. The published bid statistics record one bid, from an SME. The contract term is aligned with the related Glasgow alcohol and drug recovery services contract.

For suppliers considering comparable future work for Glasgow City Council, this award shows demand for locally rooted, peer-led recovery support rather than a conventional clinical service alone. A credible provider would need to mobilise volunteers with relevant lived experience and local knowledge, maintain trusted relationships with people affected by alcohol or drug harm, and deliver inclusive recovery activities in community venues. Strong partnership working with statutory services, third-sector organisations and recovery networks is central, as is the ability to maintain clear pathways into prevention, harm reduction, treatment, education and employment. The requirement also favours organisations able to identify service gaps, use lived experience to shape provision, represent those perspectives in planning forums, and sustain community ownership and continuity over a substantial service term. The selected provider is a micro organisation; the award therefore demonstrates that a smaller specialist provider can deliver this local model.

Procurement Information

The Service Model offered by this micro organisation Recovery Community is peer led and progressing to tender for such bespoke social care services would have created unnecessary uncertainty to individuals using the Recovery Communities for support and the network of peer volunteers. This could have resulted in the de-stabilisation of support and service delivery arrangements to individuals in drug and alcohol recovery. . This is a direct award and there were no award criteria.
