Summary of the contracting process

Glasgow City Council commissioned a peer-led alcohol and drug recovery support service for South Glasgow, delivered by volunteers with local knowledge and lived experience. The service provides recovery-focused activities and support for individuals and families affected by alcohol- or drug-related harm, including recovery cafés and events in local venues. It identifies unmet needs and uses lived experience to shape service development, while working with statutory services, third-sector organisations, national recovery networks and Glasgow’s wider recovery system. The work also supports pathways into prevention, harm reduction, treatment, recovery, employability and education, and gives people with lived experience a voice in service planning. The intended result is more connected, accessible support that reduces barriers and helps people remain engaged in recovery.

The procurement is complete and a contract has been awarded to South Community Recovery Network. Glasgow City Council made a direct award without a prior competition, citing continuity of peer-led support and the risk that retendering could destabilise services and volunteer arrangements. No award criteria were used. The contract was signed on 23 September 2026 and is active. Its term is four years, with an option for a further two years. The stated maximum value, including extensions, is £480,000; the annual value is £80,000. The procurement comprised one service lot for South Glasgow. One bid was recorded, from an SME. The contract term is intended to align with Glasgow’s wider community alcohol and drug recovery services contract.

For this buyer’s South Glasgow requirement, credible providers need to combine peer-led support with practical experience of alcohol and drug recovery, drawing on volunteers who have local knowledge and lived experience. The selected organisation is a micro-sized recovery community, indicating that a specialist local provider can deliver this service. Relevant capability includes running community-based recovery activities, cafés and events; identifying gaps in support; and using lived experience to improve services. Providers also need to work effectively with statutory and third-sector partners and connect people to prevention, harm reduction, treatment, recovery, employment and education pathways. The buyer’s stated reason for choosing the existing provider was to preserve continuity and avoid destabilising support and volunteer networks. A future competitor would therefore need to show both strong local relationships and the capacity to sustain an integrated, resilient service.

Procurement Information

The Service Model offered by this micro organisation Recovery Community is peer led and progressing to tender for such bespoke social care services would have created unnecessary uncertainty to individuals using the Recovery Communities for support and the network of peer volunteers. This could have resulted in the de-stabilisation of support and service delivery arrangements to individuals in drug and alcohol recovery. This is a direct award and there were no award criteria.
