Summary of the contracting process

Dundee City Council is seeking one supplier to provide electricity and gas meter operator services, together with data collection and aggregation services, across its estate in Dundee. The work covers half-hourly electricity meters, non-half-hourly meters and automated or advanced meter-reading devices, gas meters and automated meter-reading devices, and data services for electricity and gas meters. The supplier will take over existing metering assets from current providers, register assets and maintain meter technical and communications arrangements, while ensuring data collection and settlement continue without disruption. Services also include installation, maintenance and operation of the designated electricity and gas supply-point meters. The Council aims to increase automated or smart meter coverage across its estate where technically and economically feasible.

The Council invited offers through a tender using an open procedure. The procurement is a single lot, with one supplier sought. The tender deadline was 20 November 2026 at 12:00; the stated evaluation period began at that time. The contract is planned for 1,080 days, with two possible 12-month renewal periods. The estimated procurement value is £300,000. Evaluation gives 30 points to price and 15 to service delivery. Bidders must meet suitability, economic and technical selection criteria, with the details set out in the tender documents. Variants are not allowed, and bids must remain valid until 22 March 2027. Electronic bids are accepted in English.

This opportunity suits an established metering and energy-data provider able to deliver electricity and gas meter operator services alongside data collection and aggregation. Suppliers need the operational capability to install, maintain and operate several meter types, including half-hourly and non-half-hourly electricity meters, automated meter-reading devices and gas meters. Experience taking over existing metering portfolios is important: the successful supplier must manage asset registration, technical records and communications arrangements while avoiding interruption to data collection or settlement. Providers should also be able to support the Council’s goal of 90–95% automated or smart meter coverage where technically and economically feasible, and demonstrate service delivery quality. The requirement spans the Council’s estate and consolidates meter operator provision with a single supplier.
