Summary of the contracting process

Public Services Delivery Scotland (PSD Scotland), through NHS Assure, is procuring waste composition analysis for selected NHS Scotland sites. The work covers analysis of residual waste, recycling and orange-stream clinical waste, with site-specific and national reporting, data analysis, training and knowledge transfer to build NHS Scotland’s capacity. The authority intends the work to cover up to ten sites. Delivery is across selected NHS Scotland locations in Scotland; the scope allows an initial core group of sites and possible additions. This is a specialist environmental and waste-audit service for suppliers able to assess waste streams in healthcare settings and turn findings into useful reports and practical training for NHS organisations.

The buyer reached the tender stage and invited proposals through an open procedure, with electronic submission. The tender set a submission deadline of 20 October 2026 at 17:00 UTC. The contract period is 10 December 2026 to 19 March 2027. Bidders were asked to price and propose for the full ten-site requirement; the authority reserved the right to award an initial seven-site core requirement and instruct up to three further sites during the contract. Variants are not permitted, and bids must remain valid for 90 days after the deadline. The evaluation is based on quality and technical criteria and price, with questions and a pricing schedule provided for bidders. No contract value is stated in the procurement data.

This opportunity is suited to environmental consultancies and waste-analysis specialists with the capability to design and carry out compositional audits across multiple healthcare sites. Suppliers need to be able to distinguish and analyse residual, recycling and clinical orange-stream waste, produce clear site-level findings as well as a national picture, and provide data analysis that supports practical decisions. The requirement also favours providers able to train NHS staff and transfer knowledge, rather than simply deliver a one-off survey. Capacity to plan for a ten-site programme is important, while delivery may begin with a smaller core group and expand. Experience working across operational sites and communicating findings to staff would be commercially relevant; the published procurement information does not set out named accreditations or specific experience thresholds.
