Summary of the contracting process

Midlothian Council is seeking one provider to run community-based support for unpaid adult carers across Midlothian. The service will operate a Carer Centre and provide information and advice, individual and group support, peer support, Adult Carer Support Plans, future planning and opportunities for breaks from caring. It is intended to help carers in varied roles and circumstances, including people underserved by existing services, and to meet duties under the Carers (Scotland) Act 2016. The work will support the Midlothian Integration Joint Board’s unpaid carer strategy and wider strategic plan, with prevention, early intervention and improved outcomes as priorities. The provider must work with the Council, the Health and Social Care Partnership, statutory services and third-sector organisations to coordinate support and contribute to future strategy and service development.

Midlothian Council invited offers through an open procedure for a single-provider service. The tender deadline was 27 November 2026 at 12:00. The estimated contract value is £3,720,798.75, with funding fixed over the contract term. The service is intended to deliver the Integration Joint Board’s unpaid carer strategy for 2025–28 and action plan, as well as its strategic plan; the contract is also expected to support future strategies during its term. The procurement is divided into one lot covering the full service. Evaluation includes a financial viability test, based on the supplier’s audited accounts or equivalent for the most recent two years and information on significant changes since the last year end. Suppliers may be excluded under the stated Scottish public-contract regulations.

This opportunity is suited to organisations with experience delivering community-based support to unpaid adult carers, including information and advice, peer and group support, individual planning and carer breaks. The provider needs the capacity to operate a Carer Centre and provide a broad service for carers with different needs, including people who are underserved, while contributing to prevention and early intervention. Strong partnership working is central: the successful organisation will need to coordinate with local health and social care, the Council, statutory services and third-sector partners, and contribute to strategic service development. Bidders should be able to demonstrate financial viability through recent audited accounts or equivalent and explain significant changes since the latest year end. The contract also requires commitment to identify and deliver community benefits for people living in Midlothian, alongside delivery of the council’s carer-support priorities.
