The services will support carers in a range of carer roles and circumstances, including carers who are currently underserved within services. The service contract is focussed on delivery of Midlothian Integration Joint Board (IJB) Unpaid Carer Strategy (2025-28), and the Provider will support development and delivery of future strategies in place during the duration of the contract. The Provider is expected to work collaboratively with statutory and Third Sector Providers in Midlothian. The funding to support the contract is fixed over the term.

Summary: Midlothian Council is seeking one provider to deliver community-based support for unpaid adult carers across Midlothian. The service will operate a Carer Centre and provide information and advice on issues relevant to caring, alongside individual, group and peer support. This includes helping carers complete Adult Carer Support Plans, plan for the future and access breaks from caring. The provider will help ensure carers can be identified and receive appropriate information, advice and support, in line with the council’s duties under the Carers (Scotland) Act 2016. Description: East Lothian Council is utilising the Scottish Government's Parental Employability Support (PES) initiative to support parents in local communities to progress through all stages of the Strategic Skills Pipeline into work and addresses in-work poverty. PES will provide person-centred help for parents to address their barriers to work, which might include a lack of skills or work experience, health support, money advice, or motivational support. PES will help in meeting the increasing challenge of in-work poverty, targeting support to help parents already in jobs support through the provision of training and employability.

Summary: East Lothian Council is seeking a provider for an income maximisation and parental employability support service in East Lothian. Pond creation and spring fed water supply

Description: East Lothian Council intends to procure a contractor to undertake habitat enhancement works at Barns Ness SSSI, including pond creation, selective scrub management and pollinator habitat construction. The project aims to improve biodiversity and ecological resilience within this environmentally sensitive coastal site. Contractors with relevant ecological, conservation and environmental works experience are invited to express interest.

Habitats Regulations Appraisal (HRA) Services for the East Lothian Local Development Plan

Description: East Lothian Council is preparing an area wide Local Development Plan (LDP), with the Proposed Plan due in March 2027. As part of this work, a formal assessment under the Habitats Regulations will be required. East Lothian Council is now seeking to appoint consultants to carry out a Habitats Regulations Appraisal (HRA), including a report to inform the Appropriate Assessment, and invites quotes and tenders from appropriately qualified and experienced consultants for this work. The consultant engaged will carry out a Habitats Regulations Appraisal following the methodology set out in NatureScot's "Habitat Regulations Appraisal of Plans - Guidance for Plan-making bodies in Scotland" revised in November 2023. Summary: East Lothian Council intends to commission consultants to assess the effects of its area-wide Local Development Plan on habitats under the Habitats Regulations. The work includes a Habitats Regulations Appraisal and a report to inform any Appropriate Assessment. The appraisal must follow NatureScot’s November 2023 guidance for plan-making bodies in Scotland. The consultant will be expected to consult NatureScot on the appraisal’s scope, any draft Appropriate Assessment and a working final draft of the appraisal record, and to take its views into account. The plan covers East Lothian; the work concerns the council’s development plan and its potential effects on protected habitats.
