Summary of the contracting process

The University of Strathclyde is seeking a sole supplier for pest control and associated services across its Glasgow campus. The work covers planned inspections and treatments, preventative maintenance and reactive call-outs, with staff suitably qualified and equipped to work to relevant British Standards. The requirement also includes pest control for university kitchens, cafés and other food-preparation areas in line with applicable legislation and standards. The service must provide a standard response to main-campus calls and a faster emergency response for student residences. Although the contract is primarily for services, it may also involve purchases of goods. The requirement includes community-benefit commitments, which bidders will be asked to make as part of their tender response.

The University invited offers through an open procedure, with electronic submission. The tender deadline was 2 December 2026 at 12 noon; the same time was set for bid opening. The contract is for 24 months, with options to extend for up to two further 12-month periods at the authority’s discretion. Its estimated value is £196,726. Quality accounts for 30% of the evaluation and cost for 70%. Bids must be in English, and variants are not allowed. Bidders must provide three relevant service examples from the previous three years, including experience in both residential and catering or kitchen settings. The minimum average yearly turnover requirement is £393,452 over the past three financial years. The stated minimum insurance limits include £2 million professional indemnity and £10 million each for employers’ and public liability.

This opportunity is suited to pest-control providers able to deliver planned and reactive services across a university estate, including student accommodation and food-preparation environments. Suppliers need to demonstrate that their staff can meet the relevant professional standards and provide suitably qualified, equipped personnel. The required professional qualifications or equivalents are British Pest Control Association, CHAS Standard and Safecontractor. Bidders must show relevant recent experience through three case examples, with evidence covering both residential and catering or kitchen settings; examples are scored and must meet the stated overall threshold to avoid being treated as non-compliant. The financial and insurance requirements favour businesses with established turnover and appropriate cover, including product liability and motor insurance as well as professional, employers’ and public liability. Tendering groups may be jointly and severally liable for delivery.
